As movement conservatives, you and I are committed to advancing the WHOLE conservative agenda, from smaller government, to lower taxes, to pro-life and pro-family bills. Today, we have a GREAT opportunity to do just that. The fight for the unborn remains front and center in the national political debate.

Congress recently debated the "Mexico City Policy" in the House Foreign Affairs Committee, and once again discussed whether to provide federal funds to organizations that promote abortion.

In addition, Planned Parenthood in suburban Kansas City has pending 107 indictments before a grand jury for performing unlawful late-term abortions and other unconscionable acts.

Millions of Americans believe in the sanctity of human life. As any high school biology book will tell you, human life begins with fertilization, and we have a moral and constitutional obligation to protect and defend human life. The right to life is our most important fundamental right, and that it should be defended vigorously and absolutely.

Rep. Paul Broun (R-GA) agrees, and has introduced the "Sanctity of Human Life" Act (H.R. 4157), which defines life as beginning with fertilization. The bill also makes it clear that a human life would be created in the process of human cloning (SCNT), should this procedure be practiced in the future.

Rep. Broun's bill declares, in part, that "the right to life guaranteed by the Constitution is vested in each human being, and is the paramount and most fundamental right of a person" and continues by declaring that "the life of each human begins with fertilization, cloning, or its functional equivalent... at which time every human being shall have all the legal and constitutional attributes and privileges of personhood."

This is a constitutional approach to solving the abortion issue, and needs OUR support to get it heard on the floor of the U.S. House!

TAKE ACTION: As Rep. Broun (who is himself a medical doctor) stated, "From a medical and scientific basis, there is no doubt that human life begins at fertilization. It is only right that we recognize these unborn children as 'persons' and provide them with the protections of the 14th amendment." This legislation already has attracted 39 cosponsors, including Rep. Chris Smith of New Jersey (Chairman of the House Pro-Life Caucus); Rep. Joe Pitts of Pennsylvania (Chairman of the House Values Action Team); and Rep. Jeb Hensarling of Texas (Chairman of the Republican Study Committee); along with GOP Presidential candidates Ron Paul (TX), Duncan Hunter (CA), and Tom Tancredo (CO).

But we have a long way to go, especially in a Congress controlled by pro-abortion liberal Democrats. This is the kind of strong conservative Constitutional legislation we need.

Contact your Congressperson and ask him or her to support H.R. 4157, the "Sanctity of Human Life" Act, to protect life in America.

NOTE: Rep. Broun promised the residents of his Georgia Congressional District that the first piece of legislation he would introduce in Congress (after winning his recent Special Election) would provide Constitutional protections to unborn children. This legislation marks the fulfillment of that promise, and it needs to be pushed hard.

A BILL

To provide that human life shall be deemed to begin with fertilization.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Sanctity of Human Life Act'.

SEC. 2. DECLARATION.

In the exercise of the powers of the Congress, including Congress' power under Article I, Section 8 of the Constitution, to make necessary and proper laws, and Congress' power under section 5 of the 14th article of amendment to the Constitution of the United States--

(1) the Congress declares that:

  • (A) the right to life guaranteed by the Constitution is vested in each human being, and is the paramount and most fundamental right of a person; and
  • (B) the life of each human being begins with fertilization, cloning, or its functional equivalent, irrespective of sex, health, function or disability, defect, stage of biological development, or condition of dependency, at which time every human being shall have all the legal and constitutional attributes and privileges of personhood.

(2) the Congress affirms that the Congress, each State, the District of Columbia, and all United States territories have the authority to protect the lives of all human beings residing in its respective jurisdictions.

SEC. 3. DEFINITIONS.

For purposes of this Act:

(1) FERTILIZATION- The term `fertilization' means the process of a human spermatozoan penetrating the cell membrane of a human oocyte to create a human zygote, a one-celled human embryo, which is a new unique human being.

(2) CLONING- The term `cloning' means the process called somatic cell nuclear transfer, that combines an enucleated egg and the nucleus of a somatic cell to make a human embryo.

(3) HUMAN; HUMAN BEING- The terms `human' and `human being' include each and every member of the species homo sapiens at all stages of life, beginning with the earliest stage of development, created by the process of fertilization, cloning, or its functional equivalent.
